(3) NATURE OF COMPETITION: The effort will be competed as a Total Socially and Economically Disadvantaged Business (SEDB) 8(a) set-aside using best value tradeoff procedures. (4) STANDARD LANGUAGE: This announcement does not obligate the Government to award any effort resultant from this Solicitation/Screening Information Request (SIR).
