washes (Salt Valley Wash, Salt Wash, and Winter Camp Wash) near their confluence in the Salt Wash Basin downstream of Wolfe Ranch. Culverts installed during original road construction in the mid-1990s and during subsequent upgrades are inadequate to allow unobstructed stream flow and sediment transport downstream. This existing condition produces flooding and sediment deposition, which creates unsafe conditions for visitors, triggers road closures, potentially strands Park visitors, diminishes visitor experience of the Park, and generates high operational costs associated with traffic management, visitor safety, and cleanup operations.
