The applicant may sign a contract from 2026-11-01 (28 days after posting); its RFP may set its own deadline. Bidders need an FCC Registration Number and a SPIN (service provider ID). The SAILS Library Network is seeking telecommunications services for 23 libraries. Minimum line speed should be 300 Mbps and maximum should be 1 Gbps. The lines are for telecommunications only, connecting the libraries to the main computer via VPN connections established either through a Fortinet firewall or FortiClient VPN client. Each line should have a fixed IP address. SAILS will accept proposals for a multi-year contract of service providing the network may choose to increase bandwidth for all or some of the libraries at any point in the contract period. If a bandwidth upgrade is requested mid-contract the term length does not reset or renew. Preference will be given for contracts allowing for a cancellation of service without penalty.
