NYC Parks M/WBE-Only Site Work Construction PQL. Parks and Recreation. Construction/Construction Services. Request for Qualifications. PIN PQL000158. The New York City (the 'City') Department of Parks and Recreation ('Parks' or the 'Agency') is establishing a pre-qualified list ('PQL') of general contractors for furnishing all labor, materials and equipment, necessary and required to perform general construction site work on NYC parklands. This PQL will be limited to firms who have been certified as Minority/ Women Business Enterprises ('M/WBEs') by the City's Department of Small Business Services ('SBS'). The estimated construction cost for these projects is up to $3,000,000.00.
